Then you can rightfully shout at people who commit non-UTF-8 code to our 
repository.

It assumes the code is properly UTF-8 encoded (and it should be).

Sure, that would be even better. The only problem is that the post-commit 
script is rather memory intensive at the moment. This operation wouldn't 
be really helping.
