Patch for kdelibs/kabc/plugins/file/

Hello, 

When Till fixed the loss of addresses in the addressbook[1], there was a 
discussion on the kde-commits mailinglist that the backups should be made a 
bit more intelligent and restored automatically when the addressbook is empty 
when kaddressbook starts. 

This patch solves both issues. Till has looked at it, and suggested to post it 
here for another look by someone. I would prefer it going in before the new 
tag (that's today?), but it is more important to have it right.
