Please don't make unnecessary changes. If it means nothing and if © isn't 
mandatory, then its presence doesn't hurt.

If the word "Copyright" isn't present, then it is a problem.

Adding © mandatorily to our files would irrevocably encode them in UTF-8 
and require everyone to use an UTF-8 capable editor. Are we sure that's 
reasonable?
