kconfig and kde global config files

just noticed one difference ... we don't treat system.kdeglobals as "the 
user's global config" so settings marked as global won't be saved to 
system.kdeglobals ever (if it even exists) but will be to kdeglobals. not 
sure if that's significant or not, but it's what the code does.
