small policy change for kdelibs4_snapshot

Hi!

As the TWG meets next week with other developers 
(http://dot.kde.org/1151271635/), we would like to change
the policy slightly. So we'll update the kdelibs4_snapshot
tag whenever necessary not by schedule. 

So please either don't update and continue hacking or
help in updating and recompile more often. And remember:
we're only talking about the next week and it might not
even be necessary that we update the snapshot beside
monday.
