renaming kde-config to kde4-config

I think the question is who is using kde-config? I doubt that it's the 
average user so he won't care. But he'll complain when he can't run 
kde3+4 apps at the same time.

AFAIK kde-config is for build systems, developers and maybe internals of 
KDE.
