I propose Ctrl+PageDown and Ctrl+PageUp for every applications.
And Konsole set alternate shorcuts to be Shift+Left and Shift+Right.

We're making a GUI desktop, so by default we should ensure it is usable 
graphically.
People using consoles will be Ok with the above proposition, and if they want, 
they know how to change the shortcuts.
