This was the "original" behavior when the close buttons were introduced,
but I think Stephan Beiner was the one who changed to the current
behavior as it is not so good usability wise (you don't know it is
possible to close there, and as you don't always see the buttons it is
easy to close a tab by mistake by clicking on the website icon). IIRC
there is a "hidden" configuration option to change the behavior, but I
don't remember how it is called.
Personally I don't have problem with such a behavior and I like it in
KDevelop, but that is nothing, but a personal preference.
