relative install paths in cmake

But that patch only changes LIB_INSTALL_DIR, so it can't explain that I have 
the same problem with LIBEXEC_INSTALL_DIR and PLUGIN_INSTALL_DIR, can it?

LIB_INSTALL_DIR was set to "/lib", I manually changed it to 
"/home/kstars/kde4/lib" (i.e., the full path)

EXEC_INSTALL_PREFIX is set to "/home/kstars/kde4"; I didn't modify this.
