How does this work? Can a user accidentally remove an action from the 
toolbar simply by dragging it off the toolbar? Or does the user have to 
enable some kind of "edit mode" before this is possible? The former 
would be a usability nightmare. If you ever had to search for a file 
that your father/uncle/etc. accidentally drag'n'dropped somewhere (in a 
random folder) then you'll understand why.
