KConfigDialogManager without Q3SqlPropertyMap

Hi!

Here's a patch for KConfigDialogManager to not use Q3SqlPropertyMap. Also I 
changed the propertyMap and changedMap to KStaticDeleter managed maps.
Should I commit?

TODO: add accessor functions to the maps, to allow per-application 
customizing.
