No, thats not sufficient. People don't read documentation, and we usually 
don't write documentation about hidden config keys either (except one central 
wiki page afaik). And an option that doesn't exist in the configuration GUI 
just isn't there, people will think that it doesn't exist and there is 
actually no reason for keaping the associated code around (other than being 
able to close enhancement requests with "you idiot, its already there"). 

One option would be to go with a powertweak (like kiosktool), but I don't 
consider that to be a good concept of user interaction.
