The question is not whether user can or can not modify the GUI.
The question is whether the user needs that (YAGNI approach ;)).
I've never seen the user modifying the GUI by hand. Instead they use
"configure toolbars" dialog. By using xml files we complicate developer's task
IMHO. Ideally, the developer should be able to create shell and part
menus using Qt Designer. But I don't know how to make that possible yet.
