location for additional tools for windows

Hi all, 

in the future there will more tools for windows port required. iceauth for 
example is already located in win\iceauth. In preparation there is a kde 
installer (separate console and gui application). The question is, where 
those additional  tools should be located, still in the win dir or in a 
separate subdir outside kdelibs ?
