I haven't analyzed exactly what AM_GNU_GETTEXT macro is doing. But it is 
surely setting some definitions in config.h, so that Gettext support 
actually gets enabled (or cleanly disabled). Later this should be 
delegated to scons/bysys (including compilation of internal runtime).
