well, that changes the way the mouse over looks, but there's still a frame and 
in the case of konqi, it's pretty ugly.

what i'd like to propose for kde4 is the following:

if frameStyle is set to NoFrame (e.g. by konqi in konq_actions) that no frames 
are shown on hover (or at all) and instead (to show clickability) the mouse 
curser is switched to the PointingHandCursor on hover (and back on out). this 
will look much nicer IMHO.

cool with that? (i actually have a patch ready to go ;)
