kxkb patch to fix xx_XX layouts broken in 3.5.1

Hi everybody,

there was a bug (https://bugs.kde.org/show_bug.cgi?id=121087) about 
keyboard layouts broken for xx_XX layout names that are common in XFree 
and it appears also in xorg in some distros (like SuSE). I've checked 
the code (it was committed in Jan) and it seems that this patch should 
do the trick but I need more people to try it out also because I am not 
sure that January code change did not break anything else.

Please let me know if have any comments. If there's no complaints I'll 
send it to kde-packager at kde.org for inclusion in standard packages.

3.5.2 will have this fix in svn along with some refactoring to make it 
more modular and ready for libxklavier some time later.
