kdebase/workspace/kcontrol/kfontinst/kio/KioFonts.cpp does not compile with fontconfig 2.2.x

Hi!

Just for your info. 

I got a compiler error in the above mentioned file (this is trunk).

The define FC_FAMILYLANG does not exist in fontconfig 2.2.x.

Upgrading to fontconfig 2.3.2 solved the problem for me.

Probably the version check for fontconfig failed or is missing.
