At least I use both of them in Quanta to implement the loadable user 
toolbars functionality. I'm sure that this will heavily break in KDE4 as 
it depends on the internals of the current KXMLGui*, KToolbar and 
KAction behavior, so I'm not crying if it won't work for the first try, 
but if there will not be a possibility to implement at all, I will 
shout loudly.
