A bit unusual (that it's empty on other platforms).
The proper fix would be to define a real lib for kded modules.
When I suggested that I was told "not needed, the symbols are found
in the executable", but cygwin is apparently a case where it's needed.

But I'm not objecting to those patches; a proper libkded can be done later.
