Wouldn't that be confusing to the user ? Besides it is another prompt (s)he 
will have to deal with. IMHO it is far easier to simply send already saved 
cookies regardless of the current policy settings and add an option in the 
cookie config dialog that allows the user to change the behavior to what we 
currently have, i.e. use the cookie policies on send as well.
