Where to discuss new technologies for KDE?

Hi,

Will there be an extra ml (e.g. technologies) to discuss new technologies for 
KDE4, like a new IPC (D-BUS?), new config system, multimedia backend, 
extended KParts, XMLGUI enhancements, etc., or is this supposed to happen on 
kde-core-devel?
