Bug:100027 Audio plugins not loading in kttsd for users with certain desktop languages.

The attached patch fixes bug 100027 in kttsd.  Users with certain desktop 
language settings are unable to load audio plugins.  This is serious since 
kttsd will not function without the audio plugins.

OK to backport to 3.4 branch?

There are similar problems with the talker and filter plugins, but users can 
fix these by deleting their kttsdrc file and reconfiguring, so I don't plan 
to backport that fix (when I make it).
