No. The problem is the following:

proc1 calls iconserver->serverRunning()
proc2 calls proc1->newInstance() <-- this call fails
proc1 finishes the call.

Did you understand the problem?
new instance is called to a process that is waiting for the result of a 
previous done dcop call.
