Thanks. I'd say apply.

I just have this vague memory of $(all_libraries) being necessary at the 
beginning or the end of the line. Can someone clarify this?

It would be fine for me, but apparently --as-needed breaks debugging of 
non-installed applications, so developers don't want it. Maybe we can 
disable it by default when --enable-debug is passed.
