Toolbar Config [Was: sane defaults]

I think that something like for the Configure Shortcut dialog should be used 
in the left ListView of the  ToolBar dialog.
i.e: a tree with all component, and all actions in the same view,  + the 
search bar

And it would be nice if one could drag and drop actions directly in the 
toolbar.
