Additional parameter for KPasswordDialog

A recent bug report (http://bugs.kde.org/show_bug.cgi?id=96655) has suggested 
added a 'reasonable password length' parameter for KPasswordDialog, used to 
calculate the password strength.  Currently, the password strength is 
calculated with respect to the maximum password length (default = 200, but 
can be specified); the proposal, with which I agree, is to have a reasonable 
password length (default = 8, but can be specified) to use for password 
strength calculations instead.

If there are no objections I'll go ahead and commit the change (the bug 
reporter submitted a patch :-).  Obviously, at the same time, I can 
understand if changing the API is a no-go this close to a release.
