turning off konq extensions by default

It does both Konqueror plugins (like the Search Bar Plugin) which it calls 
"Extensions" and KHTML plugins (which are actually about all other current 
plugins) and it calls them "Tools".
I haven't looked a while at the code anymore, but it might be a bit confusing 
that enabling/disabling Extensions is done immediately when you click Apply, 
while enabling/disabli9ng Tools requires a Konqueror restart.
