So if you press shift for 8 seconds, it does not toggle?

It is surely disabled here, but still if i hold down the shiftr key, after 
some time (4 seconds?) it beeps, and after 4 more seconds it beeps again, and 
slow keys is enabled and a (hidden by the disfunctional focus stealing 
prevention thing) popup is shown -- is there a reason that it does not use 
passive popups?

This is using cvs HEAD from yesterday.
