Yes, I figured the same thing.  However, I am still seeing the problem 
here, and it seems I may not be the only one after all.

Interesting.  I have added more information to the bug report:

Basically, I narrowed it down to KPersonalizer as well.  Although when I 
narrow my search (delete kpersonalizerrc instead of all of .kde), I get 
a completely different behavior:  the Tip of the Day window appears 
*with* decorations, but only for a moment.  It quickly disappears 
completely, and kicker disappears at the same time.
So: 
"rm -f ~/.kde" = no windeco, no Ctrl+Tab, but frameless TotD winddow is 
displayed, as is kicker
"rm ~/.kde/share/config/kpersonalizerrc" = TotD displays correctly for a 
moement, then it and kicker disappear (still have wallpaper, desktop 
icons and right-click menu)
pretty odd.
