bug #100261: no window decorations

Hello,

This morning I created a new user to test out KDE 3.4.0 for bugs.  When I 
logged in for the first time, none of the windows had decorations!  See the 
report for more details:

I'm suspicious/hopeful that this is just some weirdness with my install; can 
someone try creating a new user and/or moving ~/.kde to see if this can be 
confirmed, or (hopefully) closed WORKSFORME?

If it's a real bug, it's pretty bad...
