I had this problem yesterday -- basically it's things only on the keypad 
because for some reason "mouse keys" (easy to tell by your keypad '8' key 
moving the mouse cursor up) from the accessibility stuff was turned on.  
Despite not being checked in the GUI, not being "true" in the config file and 
not having gestures enabled, somehow it was on.

At any rate -- turning on and off keyboard gestures fixed it here.  I haven't 
had time to mess with the defaults to make sure that it's not being triggered 
in a default setup.
