Yes, I suspect that's the problem too :) For example, we do have documented 
rules for file names(kdelibs/NAMING) it's just not the big P!
But I think for real this is a problem. For example, Esben argues about 
developer freedom and that my XML policy locks him down; it's not that he has 
any freedom when it comes to naming get/setters, libraries, or making up a 
namespace for 	a XML vocabulary. What it's all about is really /documenting/ 
common sense; no one complains that they can't name get/setters whatever they 
like, they find current practice natural.
But when someone brings the big P...
It may be that if we want to document what we do, in order to build better 
developer documentation, and make it easier for people to infiltrate KDE, we 
should rename all this "Policy" to something which don't trigger the 
connotations of bureaucracy.
