I was referring to kdewebdev - as opposed to kdelibs where it should go to.
The question was aimed at whether this is covered by the feature freeze or 
not. I know there's kde-policies but... ;)

In the theoretical case of the relicensing not happening until KDE 4.0, would 
a fall-back to built-in gpg make sense (in the respective KDE signature 
handling class)? After all gpgme is not very old yet, I thought this was how 
it was handled before.
I admit I haven't looked much at the code in kdepim yet but in my personal POV 
such functionality should be part of the desktop environment. The usage of 
encryption and signatures will likely increase over the next years.
