I'd say this situation is getting astronomically inprobable: user that
wants to use translation with many holes on a restricted system, ready to
do the dirty work of copying files in proper place in his home, wants
non-English fallback, and not ready to do the similar for the non-English
fallback.
This against letting Gettext handle language fallbacks.
