Why ?
Just link your non-Qt non-KDE application with -lqt-mt -lkdecore and you can 
use everything it provides.
Actually this is not meant funny.
In the same sense glib and gtk can't be used by any non-glib or non-gtk 
application. You have to link to them to use them.
