drag and drop from settings:/*

Hi,

I try to drag and drop icons from the settings:// tree to the desktop. When I 
choose to copy, I get the icon nicely and can invoke the KControl module 
directly from the desktop.
But for some reasons this does only work for some modules. E.g. for 
Country/Region-Language I get an error message. I do not really understand 
where to look deeper to solve this. 

Any hints?
