We can't change KFileDialog's behaviour now. Apps expect it to return 
file:/// URLs only when asking for local files. This means they are not 
expected to call mostLocalURL on the returned entries.

The only solution for 3.5.x is the third mode. For KDE4, we can change the 
behaviour.
