Question to sys/ioctl.h

Hi,

Is sys/ioctl.h a standard-header on all linux/unix platforms or should
it be masked with #ifdef HAVE_SYS_IOCTL?
If it shouldn't be masked, I have to checkin an empty ioctl.h to compile
with msvc.
