AFAIR, the original reason for the hide-on-click was that the startup 
notification of programs started via session management wasn't perfect yet, 
so often you would have to stare at the splash until it timed out.

Maybe disabling the hide-on-click before the start of the session-managed 
programs would be a good compromise?  You can't really do anything before 
that anyways.
