Depends on what you see in it. You can use it as a diff viewer (which it does 
nicely), then it might go to Utilities, but it's also an actual development 
tool (though I don't use it any more). But I'm not fond of using "Utilities" 
as a dumping ground for things that don't fit anywhere else.
