Qt3 doesn't do locale-aware uppercasing, so i will never be uppercased to
İ, even when it should.
Qt4 hasn't yet fixed the bug. If/when they do, I hope there will be a
locale-unaware uppercasing function. Or, if there isn't, we'll need an
ASCII-only uppercasing of our own.
In this case, where i18n is involved, locale-aware should be used. Which
means that Turkish will fail if the word contains "i" to be matched to
"İ".
