I'm not convinced. Wouldn't it be better to look for shorter texts?
E.g. in KMail composer I have the following toolbar items, among others:
* Attach File
* Sign Message
* Encrypt Message

I think it would be sufficient for the purpose of toolbar texts if it read:
* Attach
* Sign
* Encrypt

The tooltip could still show the long version. 

For this I guess KAction needs to be expanded with a short description.

It's definitely more work but in the end a better solution IMHO.
