[PATCH] kdelibs: QCString length caching - Version 3

Here's an updated patch for kdelibs to fix q[c]string length caching
issues. I've incorporated Mihaels feedback and changed the variable
naming, except where hungarian notation was also used in the
surrounding code (kconfigbase.cpp for example) and fixed the spacing
issues.

Apparently somebody already checked-in a fix for html_formimpl.cpp, so
I removed it from my patch.

Compile tested. Please apply.
