Byte order conversion functions

Hello!

I'm missing some optimized byte order conversion functions from 
QT/kdelibs. Since I cannot add this to QT, I'd like to add it to 
kdelibs/kdecore. I attached  my proposed version.

Yesterday I started a thread about it on kde-devel (sorry for the 
cross-posting):

Is this acceptable?
