WEBCVS has moved

Still appears to have a few problems. It appears IP changes not made yet - I
have notified sysadmin about the problem. Also, the new IP is getting
connection denied errors from the cvs.kde.org machine. Suspect also problems
with IP #. Have notified sysadmin about that as well.
