Moving kfilereplace to kdeutils

Which are bugs. Cervisia and Kompare don't belong into kdesdk anyway, if the 
name 'kdesdk' is meant to make any sense. I would very much like to see them 
moved into kdeextragear and released independently from KDE. Of course, this 
would also be an option for KFileReplace.
