Moving kfilereplace to kdeutils

You will never fix it unless you put all applications that provide a 
part (or even others that accept command line arguments) to kdelibs.
I might want to use in my application from module kdefoo ark, 
kfilereplace, cervisia, kompare, klinkstatus and others. Clearly this 
will never be possible without inter-module dependency and both 
KDevelop and Quanta are quite complex applications which try to (re)use 
many other goodies provided by other applications. And I think this is 
good. ;-)
 What's really wrong if the dependency is at compile-time and you cannot 
build module kdefoo without module kdefoo2.
