Can the DTD be removed from CVS then? It should remain on the website but I 
don't think it's a good idea to have both versions in CVS. Please also adjust 
the "check-local" target in the Makefile.

Can someone tell Scripty to no longer update 
http://www.kde.org/standards/kcfg/1.0/kcfg.dtd ?
