PATCH II: admin/detect-autoconf.sh

This is a repost of a patch I first posted a while back. The patch cleans up 
the detect-autoconf.sh script and makes it much easier to add support for the 
detection of newer/older/odd versions automake/autoconf versions. 
All you have to do with after this patch is simply add version numbers to the 
appropriate variables instead of messing with copying/pasting the logic.
Any further objections to this patch ? I think I have addressed all the 
previous complaints and it has worked without problems for me...
